[CSS2.1] Collapsing whitespace pre in table elements

It seems that the resolution was to apply display:none to table elements that contain only whitespace even if it is set to "pre".

This is contradictory to the intent of "whitespace: pre" to begin with. We would be collapsing whitespace despite author intentions.

What was the motivation behind this decision?
