That's a bug, not a feature.  ;)

Note that I have a problem with changing this spec section. I'd just prefer that 
we not do that right after Gecko 1.9 ships.  And I'm not sure how that would fly 
with the fact that Opera and IE do implement the spec as written, last I checked.
