Whilst this might actually still be the most recent approved version, it
is essentially dead.  The validator is almost certainly checking against
version 2.1, which better reflects real world implementations.

media speech was never realistically implemented and is in the process
of being replaced.

Properties can be applied to container elements and inherit to their children,
which may well not be block level.
