[CSS21] is -0 non-negative?

Hi,

  I think the current CSS 2.1 draft is unclear whether -0 and its
alternate forms are non-negative numbers. It seems most browsers
treat it as non-negative; the specification should spell this out
explicitly to avoid that someone assumes non-negative numbers do
not start with a "-".
