[cssom] document.getOverrideStyle

Is anyone aware of implementations of  
http://www.w3.org/TR/DOM-Level-2-Style/css.html#CSS-DocumentCSS as I'm  
thinking of dropping it in the CSSOM specification. The functionality it  
offers seems useful, but I think it's a better idea to use (and specify)  
Element.runtimeStyle (as found in Internet Explorer) for this purpose.
