The CSS WG decided to _not_ change the spec based on the SVG WG's comment (numbered ISSUE-103)[1] about referencing Unicode and not just ISO-10646. (The spec already refers to Unicode where necessary, e.g. in 4.1.3 about code points, 9.10 about the bidi algorithm, or 16.5 about upper- and lowercase.)
