Default display style applied to the map element

Should the default display style applied to the map element be inline or block?

In Opera, IE and Firefox (when it's in quirks mode) , the default
display style is inline. In Firefox standards mode, the default
display style is block.

map is a block element, but what display style should be applied to it
by default?

<http://www.w3.org/TR/CSS21/sample.html> doesn't show the map element,
so I assume it's up to the UA, but can this be defined ( along with
the margins if applicable)?
