Ok not many people seem interrested, so i searched through the list, and 
found that other people have met similar needs, for example in this 
thread (though the thing requested was not _exactly_ what i meant):

I included in this mail a (4kb) example of why it would be useful. In 
the exemple, you can get some hover effect on the menu thanks to 
background-attachment: fixed, but if you scroll the page to the right, 
it gets messed up. With background-attachment: absolute, the bg would be 
positionned relative to the menu div.
