I believe this should already be possible in CSS3 using rgba(r,g,b,a):
http://www.w3.org/TR/css3-color/#rgba-color

I still wouldn't mind having a separate image to do the job, with full  
positioning and repat values similar to background-image, with the obvious  
advantages mentioned earlier.
