[css3-namespace] 3.2 Scope Needs Rephrasing

Hi,
   I found the paragraph in section 3.2 difficult to comprehend.  I 
suggest it be rephrased like this:

The namespace prefix is declared only within the style sheet in which 
its @namespace rule appears.  It is not declared within any style sheets 
importing, or imported by, that style sheet, nor any other style sheets 
applying to the document.
