[CSS21] Anchoring of the body background in HTML

Section 14.2 of CSS2.1 isn't clear on how the canvas background should be 
anchored when the <body> background is being used for the canvas in HTML.

Should it be anchored at the same point as it would be if it were painted on the 
<body> (i.e. if there were a background on the root element)?  Or should it be 
anchored the same way as a canvas background would be if it were set on the root 
element?
