The www-style CSS FAQ update.

I have made a slight update to the FAQ again.

Most prominently: a change of name. It was felt that the old ‘The CSS 
FAQ’ sounded too general and implied that it would give CSS design and 
use advise, which it does not - I agree with that and hence the name is 
now ‘The www-style CSS FAQ’.

Secondly, I have added a new item about the often-recurring question of 

There have also been some additional changes since the original 
announcement. Addressing constants is still on my todo list, as are a 
number of other things.
