Correct. Selectors supersede only the part of the namespace draft that talks about how to use namespaces in a selector. But Selectors doesn't define how to _declare_ namespaces. (There is an example, but examples aren't normative). The Namespace Enhancements draft will be updated (hopefully very soon) and contain just the definition of @namespace.
