Actually, it does mention xml:id.

There is no difference between XML 1.0 and XML 1.1 for the particular
informative note, referring to XML 1.1 instead of 1.0 would confuse
readers who might assume that it's not relevant for XML 1.0 and there
does not seem to be a good reason to mention both.
