[CSS21] IRIs

Section 4.3.4

Why does CSS 2.1 not support IRI's? i.e. *RFC3987.*
C058 from http://www.w3.org/TR/2004/CR-charmod-resid-20041122/ indicates
that IRI's should be supported. It would be best for a widely referenced
specification to follow this suggestion. The charmod specification
indicates that there must be a specific reason not to follow this should
(http://www.w3.org/TR/2005/REC-charmod-20050215/#sec-Conformance).
Please fix this so that CSS 2.1 is compatible with grammars that use
IRIs (XLink 1.1, SVG 1.2, etc...) and it conforms with C058 from Charmod
resource identifiers.
