This can only work if the specification of the MIME Type for the
document states what a fragment identifier refers to and the user
agent implements that part of the specification. For XML no such
specification currently exists. And whether implementations MUST
behave in a particular way in this regard depends on whether a
relevant specification exists that requires that and the user
agent attempts to conform to this specification.
