So I'm not the only one who was problems with the wording of the spec for
this very problem.

See my post on the very same issue a few weeks ago (my case #3):

<http://www.w3.org/mid/20040903155700.3541@mail.visualclick.de>

and Ian Hickson's response to the wording issue:

<http://www.w3.org/mid/Pine.LNX.4.61.0409041120230.9548@dhalsim.dreamhost.com>

...which suggests that this passage will be rewritten and clarified until
CSS 2.1 CR and of course be updated in css3-syntax.

Regards, Christian.
