You're looking at an old draft.  This issue has already been raised, and
the text you quote:

> capitalize
>   Puts the first character of each word in uppercase.

has been replaced in the current draft,

# capitalize
#   Puts the first character of each word in uppercase; other characters
#   are unaffected.
