May I ask why?  Pardon the frankness, but that's a pretty wacky thing to 
require (or allow, depending on the viewpoint).  Either <html> is 
special and <body> is treated as the root, or <html> is just a block, I 
would think....

Which particular quirk in which particular UA are we catering to, and why?
