[CSS21] response to issue 36

This is the CSS WG's response to an issue you raised on the last CSS
2.1 draft (http://www.w3.org/TR/2003/WD-CSS21-20030915). We want to
publish CSS 2.1 as a CR in about two weeks. Please let us know this

    The paragraph is a little vague on how to handle the conflict
    between a float and another block that generates a new block
    formatting context when they are in the same block formatting
    context. Why not require that the box is cleared? When is it
    desirable to position it adjacent, creating a kind of a
    "pseudo-float"?

CSS WG response:

    Because that's what UAs interoperably do, and the adjacent
    position is desirable if there is enough room.
