   Isn't this what the move-to property [1] and pending() function [2] 
are for?  Though, the current proposals seem to be limited to moving 
content to a later position in the document, this may be able to do what 
you require in the original proposal, or, if not, maybe you (or someone 
else) could suggest a way to improve it.
