There was one use case that was mentioned that makes something like this 
useful... the case where there are two style sheets, only one of which 
is controlled by the author, and the author wants to set some of the 
styles in the second style sheet based on values in the first style 
sheet.  That way if the first style sheet is updated, the second one is 
updated automatically.

This is basically asking for a way to alter or specify the inheritance 
scope.
