[CSS2.1] Width of floats + other comments

Float has to have explicit width
|A floated box must have an explicit width (assigned via the 'width' 

But there is new way to handle width:auto; for float in CSS2.1

Initial value of width is auto. So this requirement of explicit width seems 
to be conflicting common sence.

Other stuff:

There should be more id attributes in the spec, so it would be easier to 
refer to exact place. It would propably be easiest to add id (automatically 
)to each paragraph. Now there is parts in spec that have many pages of 
information whitout any id's. Now there is no id's after

would be nice also.)

Errors in writing:
The last two paragraphs of Abstract are partly redundant.
