Why not :checked pseuo-class for all elements?

http://www.w3.org/TR/css3-selectors/#UIstates

Why not use the :checked and :indeterminate pseudo-class for all
elements, instead of only the html-elements which have the selected
attribute? In this way it's use is now pretty limited (in html
 anyway).
I can imagine quite some dhtml-things which you can do with css if one
is able to use a :checked psuedo-class.

Kind regards, Martijn
