That is rather a (serious) usability than a CSS problem, when all people
want their stuff displayed where they want. A 'better' Web developer should be
able to accomplish a satisfactory and clean solution, considering both Web as
usability standards.

By the way, lamenting on less competent developers is unnecessary since this
is characteristic for all branches.
