Something like this should be done as part of the 'content' property.
See http://www.w3.org/TR/css3-content/#inserting3 .  The attr(href, url)
syntax is used in a number of examples in the draft, but isn't formally
described anywhere, yet.  I think the formal description should
eventually appear at http://www.w3.org/TR/css3-values/#attribute .
