Is HTML 3.2 "deprecated, obsslete, or historical"? I don't see any obvious
statement saying that anywhere. Maybe the W3C should follow the IETF lead
in marking old specifications as HISTORICAL or OBSOLETED, but that is not
up to the CSSWG as far as I know.
