That's an implementation detail of how the UA implements per-site 
stylesheets.  They could implement them as separate files, as extension 
@-rules, as the proposed URI selector here, whatever.

They're just user sheets.  Where they fit in the list of other user 
sheets the UA provides is up to the UA (and may be user-configurable in 
some UAs).
