setting "font-style" for <Q> affects outside quotation characters as well as actual quote

The original impetus for this email was this bug:

http://bugzilla.mozilla.org/show_bug.cgi?id=176310

I'm *not* a CSS whiz so please forgive me if I'm missing something
obvious or if I don't use the correct terminology.

In short, I think the quotation characters generated by <Q> around a
quote should always inherit the text/font characteristics of the
surrounding block. Only the quote itself should be affected by changing
text/font styles of <Q>.

If this is wrong-headed, let me know. :)
