Following is a substantive comment on section 11, "Visual effects"

11.1.2 Clipping: the 'clip' property


"The 'clip' property applies only to absolutely positioned elements."

Why is this?  (And this restriction should, anyway, be in the definition
table in the 'Applies to' field.)
