Glad to see this draft has incorporated most of the errata, should help
greatly clarify the recommendation. 

Unfortunately, it missed my personal bugbear: white-space applies to
inline elements. See Errata in REC-CSS2-19980512 "[2001-08-28] The
'white-space' property applies to all elements, not just block-level
elements."
