css positioning, dtd transitional and Netscape 6.1

In ie5.5 everything is working normal.  With NS6.10 and the transitional dtd, color and background color of a layer is ok, but it is impossible to position the layer.
only removing the dtd  from the page,  displays the page like it should in Netscape.
Is this normal or a NS-bug?
