I'd like to propose that within a gif or other suitable image, transparency
could be set as active or inactive.
The image could be 'clickable', 'dragged by' or 'saved as' using transparent
parts if desired, similarly these parts could be disabled for such activity.

Further that a border around the non-transparent parts could be set to a
width, and be colored or not and active or not..
This is to provide a means that within a single image some transparent parts
could be active and others not.
Partial transparency could have a similar syntax.
