IE6 still fails to support Japanese CSS

... when the CSS stylesheet contains tag names not beginning with
Japanese characters.  Mozilla is much better, since it correctly
supports such CSS.

This bug has existed since IE 4.0.  Although I have repeatedly report
this bug, it has not been fixed yet.  Please feel free to incorporate
this example into conformance test suites.
