scroll bars for the web

while Jakob Nielsen (http://www.useit.com/alertbox/) is to me the Rush 
Limbaugh of the internet, he does raise good issues every once in a while, 
one of which was this:

is there any chance that a standard, cusomizable scroll bar for online 
content might be introduced at some point in the future?
