CSS Development slowdown?

I was just looking at xmlhack.com's list of CSS stories, and realized that
we haven't had a CSS-focused story since October. Looking at
http://w3.org/TR/, it doesn't look like there's been so much as a working
draft on CSS since 16 September 1999 (User Interface). The Ruby stuff is
related, but isn't exactly CSS.

Is something going on? Admittedly, XSL took about 9 months between drafts,
so maybe this isn't so unusual, but to an outsider, this looks pretty strange.
