Error in spec on width: auto on the root element

According to the spec, width: auto on the root element
means that width = the width of the viewport, thus
meaning that setting margin, padding or border on the
root element causes scroll bars to be needed to view
the whole of the root.

Clearly this is wrong, and correct is that for the
purposes of the equality, the width of the containing
block is the width of the viewport, and that width:
auto follows as normal.
