Position of ALT text on IMG

I would like a means of specifying the position of the
alt text (as in <img src="x.x" alt="Home" width="100"
height="200">) on IMG. 

With UAs that draw a full size box for such elements
this is of paramount importance. Even for those that
do not, it would be of utility.

The simplest thing seems to be to have IMG:alt.

Everything except for display would valid on this, and
although many of the properties could be equally
accessed via IMG {}, text-align and vertical-align
would have different effects.
