Outline

I would like to see Outline properties equivalent to Border properties
but with one addition.

If Outline could be specified for each side of the rectangle, and if
an additional property 'Offset' (plus or minus toward center) were
added, Outline could be used to specify underline, line-through, and
overline of specific color and style.
