Linking CSS to XML - syntax?

Many months ago, Netscape reportedly demonstrated the display of XML 1.0
documents using CSS. Presumably we can expect similar functionality in a
future release?

What was the syntax - however provisional - used to associate the CSS with
the document?

<?XML version="1.0"?>
<?XML-stylesheet type="text/css" href="./hothouse.css"?>
<pot><soil><flower/></soil></pot>
etc.

If not this, what else? What is the state of specification in this area? If
an implementor wanted to deploy an experimental implementation along these
lines with minimum risk of upsetting the communities involved, what should
s/he do?
