Nope, only way is nesting Microsuck's <MARQUEE> tag in your header. 
Besides, this would be the most annoying effect on the planet (what 
about people with slow processors? the flicker would give them epileptic 
fits). Marquee effects, along with blink effects, should be abandoned 
entirely. Whoever invented them should be dragged out into the street 
and shot.
