Filters

There is a section of the document called filters (at
http://www.w3.org/TR/WD-CSS2/flowobj2.html#h-11.8 )
in the CSS2 document, but it's a placeholder. Does this mean that a
feature like IE4's filters will be included in CSS2 or that it will just
be a statement about CSS2's views on filters?
