Correction.

:hover *is* in the CSS2 WD spec. It's just commented out. Everywhere which
mentions :hover has been <!-- commented out --> in the HTML source. (which
shows that they are thinking about it at least).
I think one problem is the fact that :hover and :visited are not mututally
exclusive.

Also, filter is only there as a "place holder" (that is, the chapter heading
is there, just no spec).
