TeX's hyphenation is based on hyphenation patterns extracted from hyphenation dictionaries. The result simply depends on these hyphenation dictionaries. With a good dictionary, you get good results. The main advantage is that it uses very small pattern files and it is well suited to multilingual documents, as it does not depend on any language-specific algorithm. As an example, it uses different pattern files for British English and American English.
