CSS1, new draft specification

A new version of the Cascading Style Sheets specification has been
released. There have been a number of changes based on comments from
implementors and participants on this list. Thanks! Some of the
changes are:

 - font-weight and font-size now have relative values as default
 - the page-* properties have been postponed to allow for
   synchronization of terminology with a forthcoming working draft on CSS
 - the table formatting model is rewritten from scratch
 - some properties have been added/renamed: pack, white-space,
   display, vertical-align 

As always, comments are welcome. The specification will be submitted
as an I-D early next year.
