  Well, if you classify Emacs-W3 or Arena as existing browsers, then all of
CSS level 1 is pretty much covered as existing practice.  Even large chunks
of the level 2 sketches from Draft5 are in the next rev of Emacs-W3.  So I
think we are safe.
