last call comment about role and access

Hi all,

It seems that role and access are mentioned in the latest  
specification [1] but not formally defined anywhere.    My suggestion  
would be to remove this section and have the expectation be that  
anyone interested in using it (such as for the Daisy talking books  
profile) would either use it as an XHTML module or as a custom  
extension in SMIL.
