Standardizing cache in SMIL 3.0

Hello,

With the addition of SMILtext, SMIL is ready to make its mark on the 
Web. For people that have slow connections to the net, making
cache as RealPlayer uses it, can make it easier for all to view SMIL 
content. With cache the media doesn't need to be download again. 
RealPlayer caching
works off of http servers, allowing anyone with access to the web to 
publish SMIL work. Standardizing cache in SMIL 3.0
would help standardize SMIL.
