Check out the SMIL syntax validator at

	http://dejavu.cs.vu.nl/~symm/validator/

This is an HTML interface to an off-the-shelf validating parser that
uses the SMIL 1.0 DTD the validate the syntax of your documents.  

As an alternative just download one of the publically available
validating XML parser (Microsoft has one, see
http://www.oasis-open.org/cover/publicSW.html#xmlTools for more) and use
the SMIL DTD to check SMIL documents locally.
