validator error

report=corrupt data stream? I either get an error at byte 0 or an  
error at byte 1448 (no matter how I edit the document); the message is:
Undecodable data when reading URI at byte 0 using encoding 'UTF-8'.  
Please check encoding and encoding declaration of your document.
